For example, if you reach Rank 4, you can fly Class C ships and use Class C reactors, which allows you to use ship upgrades of classes A, B, and C.

Here’s why this happens: There are three module classes – Class A, Class B, and Class C. Some parts work with any class, but by default, you’re a Class A pilot, meaning you can only build and fly Class A ships. Importantly, you can’t use modules that are higher class than your reactor. So, with a Class A reactor, you can’t use a Class B engine, for instance.
