In Season 7, it is revealed that Sean is not dead, but instead has moved to a new town to start over. There is no indication that Frank followed through with his plan to hire a hitman to kill Sean.
It is worth noting that Frank’s actions in this storyline demonstrate the extreme lengths he is willing to go to interfere in his children’s lives and assert his control over them. However, it is also consistent with Frank’s character to make grandiose claims and not follow through on them.
